1990 to 1997 Mike was responsible for introducing Value Management
and Partnering to Whitbread plc. Since 1998 Mike Thomas Ltd
has managed the successful introduction and implementation
of Value-based Project and Strategic Partnering arrangements
for contractors, consultants and clients in both public and
private sectors – approaches that have led to quantified
value enhancements in excess of 40%.
In addition
to his role as facilitator, Mike regularly leads CPD seminars

Derek Thurnell

Derek Thurnell is a full time quantity
surveying lecturer in the School of Construction at UNITEC Institute
of Technology, Auckland, New Zealand. Between 1990 and 1999,
he worked as a full time quantity surveying consultant in several
practices, both in the UK, and in New Zealand. He lectures Bachelor
of Construction undergraduates on Value Management in the construction
industry, as well as measurement, estimating, urban economics,
and other related topics.
Derek completed the Australian Centre for Value Management
course "Value Management Facilitation" in 2003,
and has assisted at several VM workshops in New Zealand.

Patrick S.W. Fong

Patrick Fong is an associate professor in
the Department of Building and Real Estate at The Hong Kong
Polytechnic University. He received both his BSc (Hons) in
Quantity Surveying and Construction Economics and masters degree
by research in the area of value management from the University
of Salford, UK. He obtained his PhD degree from the Warwick
Business School, UK in the discipline of Industrial Relations
and Organisational Behaviour. He worked extensively in consulting,
contracting and property development companies in the UK and
HK prior to joining academia. His expertise includes team building,
partnering and value management facilitation for capital projects
and knowledge management. Patrick speaks fluent Cantonese and
English. He is a registered Value Management Facilitator in
Hong Kong and has conducted many VM and partnering studies
and training sessions for property developers, government departments,
consulting firms and contracting companies.

Martyn Phillips

Martyn Phillips is the
Owner/Director of the Canadian arm of an international management
consultancy, the Team Focus
Group. He provides advice
on strategic planning, project management, value and risk management
for high profile projects in different parts of the world.
Martyn began work in the UK construction industry 39 years
ago. He teaches advanced project management methods as well
as the Module I & Module II Value methodology certification
courses, as approved by the SAVE International Certification
Board. He also provides an internet value management foundation
learning system for self-paced study.. Martyn is formally qualified
as a Certified Value Specialist (US), Certificated Value Manager
(UK), Fellow of the Institution of Civil Engineers (UK), Fellow
of the Chartered Institute of Water and Environmental Management

Professor
John Kelly holds the AWG chair of Construction Innovation
at Glasgow Caledonian University. John is a Chartered Surveyor
with industrial and academic experience. His academic career
began at University of Reading as a research fellow, moving
to Heriot-Watt University as lecturer and later senior lecturer,
and joining Glasgow Caledonian University in 2000. His research
work in value management has been highly rated and his books
widely sold internationally. “The Value Management Benchmark” was
published by Thomas Telford in 1998, the latest textbook “Value
Management of Construction Projects” is due for publication
by Blackwell in February 2004.
He is a
member of the UK Value Management Certification Board, a
registered trainer under
the rules of the Value for Europe Certification Board and
has undertaken value management training for a number of
public
and private sector organisations. He is tutor for the value
management modules of the MSc in Project Management and
also the MSc in Healthcare Property and Facilities Management.
He
is a firm believer of putting research into practice
and has
organised and facilitated in excess of 60 value management

Having
completed my undergraduate course in Building Design Engineering,
I engaged in a career in research in the filed of value management
for Professor John Kelly at Glasgow Caledonian University.
This involves assisting Professor Kelly in a variety of workshops
in predominantly construction-related projects. I am currently
in my third year of my PhD which involves an investigation
of the application of value management in the public service
sector, an area where value management is infrequently used
in the UK. In addition to this, I have also completed the IVM
certified advanced courses towards a professional qualification
in value management. My work as a researcher and a PhD student
has given me a valuable insight into what value management
is all about and the value it can add to projects regardless
of their industry sector.

Lindsay
Pickles is a professionally qualified civil engineer with twenty
years experience. She has been working in Hong Kong for the
past seven years, primarily in the management of multi-disciplinary
projects.
Lindsay
Pickles is the Vice-President of the Hong Kong Institute
of Value Management and is on the Government List
of Trained and Experienced Facilitators. She has
successfully organised and facilitated a number of
group decision-making workshops bringing participants
together to resolve a range of issues from strategic
and specific points of view. She gained her Graduate
Certificate in Value Management Facilitation from
the University of Canberra in April 1997.
She is a
chartered civil engineer and, as a member of the
Chartered Institute of Water and Environmental Management,
has a strong interest in the environment and in sustainable
development. Currently working as an independent
consultant, she promotes the use of value management
to improve business applications and create competitive
advantage. She especially views the use of value
management techniques as part of the quality assurance
approach to work practices.

Mr Sung Kin Pun, a research student
in School of Architecture and building, Deakin University, obtained
his Master of Information Technology degree in Deakin University.
He is undertaking research projects in information technology
development and applications in construction management, in particular,
the demolition project management. Under the development of building
technology for demolition such as deconstruction, the demolition
management has numerous issues related to value management, environmental
protection, safety control and regulation and so on. Demolition
project management has its very distinct characteristics from
construction project management. Mr pun's research is focusing
on building and assembling the body of knowledge for demolition
project management and information technology application.

Geoffrey Q.P. Shen

Geoffrey is an active researcher
in value management and related fields. He has managed a large
number of research projects with total funding over HK$10 million,
and has published more than 150 journal and conference papers,
books, and reports. He also teaches extensively in these fields
at both postgraduate and degree levels, and has successfully
supervised a large number of PhD, MPhil, MSc and BSc students.
Professionally, he is a member of the Institute of Value Management
in the UK and a founding council member of the Hong Kong Institute
of Value Management (HKIVM). He has been serving the HKIVM as
the Secretary, Councillor, Editor, and Member of the Executive
Committee since its formation in 1995. As a certified Value Management
Facilitator (List A) recognised by the Hong Kong SAR Government,
he has professionally facilitated a large number of value management
and partnering workshops for a variety of large client organisations
in both the public and private sectors in Hong Kong. He is elected
as the Vice-Chairman of China Value Engineering Association and
Vice President of the Value Engineering Institute of China Association
for Tertiary Education.

Shuan Sadre Ghazi is an Industrial Engineer
experienced at quality improvement planning for IT companies.
Areas of specialty include strategic planning and implementing
quality management systems based on international quality management
standards such as ISO 9000 and TickIT.
Shuan is a graduate of Isfahan University of Technology (IUT)
with a BS degree in Industrial Engineering. His IT studies
started while he was a member of IUT entrepreneurship center
and then continued by conducting consultancy services for system
improvement in major IT companies in Iran. He has recently
completed a short-term IT course in Germany at University of
Wuppertal.
He is now responsible for quality improvement system at A.D.A

Carolyn Halyes

Dr Carolyn Hayles is currently Project Manager at the Centre
for the Built Environment which provides a central point of
contact for Small and Medium Sized Enterprises (SMEs) operating
within the West of Scotland Construction Industry, and links
these organisations to the resources, expertise and facilities
available within Strathclyde University and Glasgow Caledonian
University. Prior to this Carolyn worked for BRE Scotland for
eight years where she developed and managed BRE's work in the
area of value management. Carolyn was involved in a number
of research projects for the UK Government, publishing guidance
documents on workshops, function analysis and specific guidance
for SMEs and social registered landlords. Carolyn was also
actively involved in developing consultancy in this area and
gained her PVM in 2001.
Between
2001–2003 Carolyn was seconded
to the Scottish Executive where she managed 'Pulling Together'
a website promoting
best practice and business improvement tools including value
management, for Scotland's construction industry.

Srinath Perera

Dr Perera first obtained his graduate qualifications BSc (Hons)
in Quantity Surveying from University of Moratuwa, Sri Lanka
before completing his masters and doctoral studies at University
of Salford, UK. He subsequently worked as a senior lecture
at the Department of Building Economics, University of Moratuwa
Sri Lanka until he took over a lectureship in Construction
Value Management at the University of Ulster, UK. Before that
he was the Honarary Secretary of the Institute of Quantity
Surveyors Sri Lanka and pioneered the introduction of Value
Management to the construction industry of Sri Lanka. He is
also a corporate of the Australian Institute of Quantity Surveyors
and the Institute of Project Managers Sri Lanka. He is presently
carrying out research in the area of applying value management
for the procurement of IT for the construction industry.

responsible for Value and Risk Management, Partnering and Whole
Life Costing. Services cover total time and cost management
on all types of construction projects worldwide, including
buildings, bridges, airports, oil and gas facilities, railways
and chemical process facilities as well as urban regeneration
projects and business parks. Michael has conducted hundreds
of successful Value and Risk Management studies over a wide
range of project types at all stages of development. He was
instrumental in developing the British Standard in Value Management
(BS EN 12973) and the European Value Management Training and
Certification System. He is a qualified Trainer in Value Management
(TVM). He will be delivering the first part of this course
in Hong Kong at the same time as this Conference.
