Vaughan COFFEY

Vaughan
Coffey is a Senior Manager/Procurement in the Development
and Construction Division of the Hong Kong Housing
Department where he has worked since 1982. Originally
coming to the Department as an Architect, he later
became the Department’s Technical Secretary
and currently heads the Performance Assessment
Scoring System (PASS) Control Unit. In 1998, he
was awarded a Master of Science degree in Quality
Management from the University of Paisley, United
Kingdom. Dr Coffey regularly lectures on construction
practice and general/project management topics
as well as running for over three years an ‘Introduction
to Value Management’ short course for postgraduate
students at Hong Kong University. He joined the
Hong Kong Institute of Value Management (HKIVM)
in 1997 and has been an HKIVM Council since 2000.
He is also a Member of the Society of American
Value Engineers (SAVE). Dr Coffey is also a Qualified
Facilitator (HKIVM - List B) for facilitating ‘VM
workshops/studies’ and has conducted a number
of VM workshops on public sector housing projects
and other construction related topics. Dr Coffey
has recently completed his Doctorate of Business
Administration with the Graduate School of Business,
Curtin University, Australia and is the current
Director of the HKIVM International Value Conference
to be held in June 2005.
